We do not currently have any import tool to get Weebly blogs imported in to WordPress.com. There are a couple of guides however on how to import your Weebly blog in to a WordPress.org blog (there are a few important differences, explained here: http://en.support.wordpress.com/com-vs-org/).

Once you've imported your content in to a WordPress.org site, it's really easy to transfer your content from WordPress.org to WordPress.com. You can read about doing that here:
