"Responsive" isn't the name of a WordPress.com theme; rather, it is a feature of some of our themes - they are responsive to different screen sizes. If you go to:
http://theme.wordpress.com/
Click on "Find a Theme" and type "responsive" in the box, you'll see all the WordPress.com themes that are responsive.
