You could save it to your media gallery (but keep in mind this isn't really what the media gallery is for; nonetheless you can try it), then link it using the Text Widget:

Other options would be uploading your resume to another sharing site and linking to it using that Text Widget, or signing up for About.Me (https://about.me/), and adding the About.Me Widget:
