Blowed if I can find how to access the html to change it. Where do I go?

Hi there, the Custom Design upgrade that you've purchased gives you the ability to modify CSS on your blog. It does not enable you to edit the underlying code of your WordPress.com blog, although you can use HTML in the Text Editor, e.g. to change font size and color of your posts/pages.

If you could let me know what HTML you'd like to change, I will be glad to assist you in finding alternative ways to achieve your goal.

And while I'm at it, why on earth would WordPress automatically put the" header" underneath the menu bar and the site title?

Putting the title of your blog on top of the page helps its search engine rankings, that's why our themes put the blog title first (so either on top of the page or in the top left corner). You may be able to adjust it with CSS, check the CSS Customization forums for tips and tricks and post your question there: http://en.forums.wordpress.com/forum/css-customization
